Project INARE: New and innovative approaches for regional development through corporate economic promotion

The aim of the study and the transfer workshops is to identify requirements for action and perspectives for the further development of sustainable, modern and cooperative regional policies, by taking into account the commitment of enterprises for their sites and the whole production environment. The general frameworks and case studies from France and Germany are analyzed in this study in a comparative way.
The quintessence of the analyze deals with the question of how to develop, in the cases of large restructurings or closings of sites (like the examples of BenQ in Kamp-Lintford and Nokia in Bochum showed in the recent past), measures (financial resources, human resources, projects) for the creation of alternative jobs can be managed through sponsorship of the concerned enterprises. For the affected region and the employees, a sustainable perspective beyond the usual “golden handshake” has to be developed. Instead of negotiated packages of measures like the balance of interests or the arrangement of social compensation plans, provisions for the economical revitalization could be realized. This has already been done in cases in France.
Based on these findings, it will be possible to identify and discuss requirements for actions, transfer possibilities, potential interfaces and interconnections with other regions, branches, sectors and actors.

Project BMInno
BMInno is a project funded by the (German) Federal Ministry for Education and Science (BMBF) and the European Social Fond (ESF). Its aim is to monitor the corporate innovation plans which are implemented consensually between management and employee representatives.
The project network is made up of six companies and stands for research, process monitoring and documentation of best practice in the field of participation-oriented creation and innovation. Four of the involved companies are coached by PCG - PROJECT CONSULT GmbH.

Projekt FIRE
This project sponsored by the Hans-Böckler-Foundation and named FIRE - promotion of innovative revitalization developments at current mining sites - deals particularly with the effects of currently and in future carried out closings of coal mines for the region. Based on this, different suggestions for potential further developments were worked out.
As a result it can be concluded that active regional economy and employment trends, the strengthening of the future perspectives of regional positioned sites and the formation of competences of the employees as well as of theirs representatives are extremely important elements of an areal modernization policy, which is innovative and social responsibly.

Canaletto - works council and personnel board- network
Financed with ESF and EFRE funds of the Free State of Saxony, the project "Canaletto- works council and personnel board- network" attains the goal to interconnect for the first time this group of employee representatives in an intersectoral way. Therefore they are encouraged to use their skills in terms of the topics and problems in labor market policies in the region of Dresden.
For this reason the works council and personnel board representatives should be enabled to participate more in the matter of labor market policies of the region. As project executing organization PCG - PROJECT CONSULT GmbH is the significant initiator in the design of this intersectoral network.

Project GMEECO II
Co-financed by the European Commission from the budget heading "social dialogue", GMEECO II (General Motors Europe Employees‘ CO-operation 2007 - 2009) is the prosecution of GMEECO I, which is regarded as one of the most successful transnational projects for employee representatives in the European automobile industry (Delta platform).
The main topic of this project was geared to the current challenges of GME, such as the site selection process for new global vehicle platforms. Sites et. al. from Germany, Spain, Poland, Austria, France and Hungary strived towards the common development of a strategy, which tries to avoid further sites closings, sharing the production volumes in a fair way and the establishment of common social minimum standards in all sites.

Project IntegraL:
Integration of permanently unemployed persons in the labor market
In the context of the program "KombiLohn NRW" and the following program "JobPerspektive", initiated by the Federal Ministry for Labor and Social Affairs (BMAS), PCG - PROJECT CONSULT GmbH supported the local employment center of Gelsenkirchen in the acquisition of companies from the commercial, industrial and socioeconomic sector.

Market-based professionalization of social enterprises in Essen
With the financial aid of the ESF, the project determined on the basis of operational case studies in socioeconomic companies in Essen their existing shortfalls and contrariwise examples of best practice. As final product a guideline for professional market positioning for social enterprises was published.
